The Renters’ Rights Act 2025 introduces the biggest shake-up to the private rented sector in decades. With the main changes coming into force on the 1st May 2026, now is the time for landlords to understand what’s coming and how it will affect their properties, tenants, and legal obligations.

 

Major Tenancy Changes from May 2026

From 1 May 2026, all private tenancies will move over to the new system automatically. Fixed-term contracts will be replaced with periodic tenancies, Section 21 will be abolished, and new rules will limit rent in advance and prevent rental bidding. Landlords will also need to follow updated rules around rent increases and respond reasonably to tenant requests, such as keeping pets in the property.

 

The PRS Database & Ombudsman

Later in 2026, every landlord will be required to register on the new PRS Database and become part of the national Landlord Ombudsman scheme. This aims to improve transparency and create a clearer route for resolving disputes between landlords and tenants, helping raise standards across the sector.

 

Improving Property Standards

The final phase of the reforms will introduce the updated Decent Homes Standard and the forthcoming Awaab’s Law, designed to strengthen requirements around property condition and safety. Consultation is expected later this decade, giving landlords time to prepare for the next wave of legislation.

 

Written Information Requirements

Landlords will not need to rewrite existing tenancy agreements, but they will need to provide tenants with a Government-issued information sheet explaining how the reforms affect their tenancy. Where no written agreement exists, landlords must issue a compliant written document that includes all mandatory details set out in secondary legislation.
